I think that this is an excellent approach; my organisation does much the same. wh encourage a "See a need? Then fill it…" philosophy.
We find that it encourages and empowers people to take reponsibilty to solve problems, no matter where or how these problems arose and irrespective on the context; within our organisation or within society.
